Qualifications for Application
Applicants must fall under one of the following categories: International students must also satisfy the requirements for international student applications.
- An individual who either has graduated or is expected to graduate by March 2026, from a junior college or a technical college;
- An individual who either has currently been registered or is expected to remain registered as a student at another university for at least two years, who has either acquired or is expected to acquire 62 academic credits by March 2026;
- An individual who either has completed or is expected to complete a program of study at a vocational school that meets the standards stipulated by the Minister of Education, Culture, Sports, Science and Technology by March 2026;
- An individual who either has graduated or is expected to graduate from a university by March 2026;
- An individual who has been conferred an academic degree or a bachelor's degree according to the stipulations provided by Section 4 under Article 104 of the School Education Law (Law No. 26 of 1947);
- An individual who either has completed or is expected to complete a course of academic education with a duration of at least 14 years overseas (including the period of academic education given by ordinary course of study in Japan) by March 2026;
- An individual who, while living in Japan, either has completed or is expected to complete a course of academic education with a duration of at least 14 years, given through a distance education program provided by a foreign school, by March 2026;
- An individual who, while living in Japan, either has completed or is expected to complete a program of study at a foreign junior college (this applies only to an individual who is considered to have completed 14 years of academic education given through a course of study at such foreign school) at an educational facility recognized to satisfy the requirements of school education programs in the country of origin of such school, although not according to the stipulations specified by the Minister of Education, Culture, Sports, Science and Technology, by March 2026.

International Student Application Requirements
Individuals who currently reside overseas must satisfy conditions (2) and (3) described below, those who currently reside in Japan and are currently registered with a Japanese language school must satisfy conditions (1) to (3), those who are currently registered with a vocational school must satisfy conditions (1) and (3), and those who are currently registered with a university in Japan must satisfy condition (3).
Furthermore, the subject of study already completed elsewhere must conform to the intended department for the program of study at the University.
- An individual who has an attendance rate at a Japanese language school or a vocational school of Applicants must maintain an attendance rate of at least 80% (85% for the Department of Information and Expression). In principle, the monthly attendance rate must also be 80% or higher. Attendance is calculated on an hourly basis.
- Applicants must have obtained:
A score of 200 or higher in the Japanese language section (excluding Writing) of the EJU within the last four examinations, or a score of 112 or higher in the JLPT N2.
Or if the principal of the Japanese language school in which the student is enrolled acknowledges that the student has at least the same level of Japanese language ability. (Overseas applicants are required to submit the Japanese score report found in Additional Application Form “5” for International Students.) - Applicants must have sufficient assets, a scholarship, or other means of support to meet their expenses while living in Japan, or must have another person who is willing to pay these expenses.
